Sharpen scissors at home

Tighten the pivot first.
Half of all bad scissors are loose, not dull. A quarter turn on the pivot screw restores the shear.

Clean the blades.
Tape gum and grime blunt more scissors than wear. Alcohol wipe, dry.

Sharpen only the angled face.
Fine stone or diamond card along the factory bevel, edge-leading strokes, five per side.

Never touch the flat inside.
The flat faces must stay dead flat; grinding them ruins the shear line permanently.

Finish by cutting fine sandpaper.
A few cuts through fine-grit paper deburrs the edge. Foil does roughly nothing.
